Closure Criteria

Closure criteria are the specific, measurable, and verifiable standards or benchmarks that a mining operation must achieve in order to be formally recognized as successfully closed and rehabilitated, allowing the mining company to relinquish tenure, recover financial assurance bonds, and cease ongoing monitoring and maintenance obligations. Defining robust closure criteria is one of the most important — and often most contested — aspects of mine closure planning across bauxite, gold, iron ore, and diamond mining operations globally. Closure criteria are developed in collaboration with regulatory authorities, landowners, local communities, indigenous groups, and other stakeholders, and reflect the agreed post-mining land use for the disturbed area. Typical closure criteria cover geotechnical stability (slope angles, erosion resistance, and no ongoing mass movement), chemical stability (absence of acid-generating materials at surface, groundwater quality meeting defined limits), ecological recovery (target native vegetation cover, species diversity, and soil biological function), and hydrological performance (drainage patterns consistent with natural analogues). In bauxite mining, closure criteria for mined-out pits often specify the achievement of specific vegetation cover thresholds and soil organic matter levels indicative of successful forest restoration. In gold mining, post-closure groundwater quality criteria for heavy metals, cyanide breakdown products, and pH must be met before relinquishment is granted. Closure criteria must be quantitative, achievable, and tied to agreed monitoring protocols and verification methods.
