Mining Development Plan

A Mining Development Plan is a detailed technical and scheduling document that sets out the sequence, methods, equipment requirements, infrastructure, and capital expenditure necessary to advance a mineral deposit from project approval through to the achievement of steady-state production. It typically forms a core component of a feasibility study or bankable feasibility study and integrates inputs from geology, geotechnical engineering, mine planning, metallurgy, environmental management, and financial modelling into a coherent, time-phased implementation roadmap. The plan addresses matters such as the sequencing of pre-stripping or underground access development, the ramp-up schedule for equipment fleet and workforce mobilization, construction milestones for the processing plant and supporting infrastructure, and contingency provisions for technical or schedule risk. Mining Development Plans are used extensively to support permitting applications, secure project financing from banks and other lenders, and provide the basis against which actual project execution is monitored and reported to stakeholders. Given the differing infrastructure intensity of the four commodities discussed in this glossary, bauxite and iron ore development plans typically place significant emphasis on bulk transport infrastructure, while gold and diamond plans place greater emphasis on processing plant design given more complex metallurgical or sorting requirements.
